EXTBAN - DESCRIPTION

$o Oper extban. Affects all operators.
$z SSL extban. Affects all users connected via SSL.
$a[:mask] Account extban. Affects anyone with an account that
matches. If the mask is omitted, it affects everyone
who is logged into services.
