Track who set a dline/kline/xline/resv as in ratbox3.

Like in ratbox3, there is no way to query this information
(other than bandb's tables, but they worked before this
commit).

This adds more RPL_TESTLINE numerics with code '!'.
Different from the other results, the I/K line or
RESV will be shown as well.
