Add feature flag for opt-in thread-safety
The `atomic` dependency is necessary because
Rusts's Atomic type doesn't support generic
inner values.

Move buffer param into function
Needed for thread-safe mode, otherwise there will be borrow
problems with trying to borrow immutably, while already
borrowed mutably.
